21.) Jarrod Parker, SP Arizona Diamondbacks - I am not sold on his debut like many critics out there. In his 15 starts, he has held a solid 8.3 strikeouts to walk ratio. He is holding hitters though at a .270 clip. Though it isn't high, when it comes to better competition, we could see that rise. Granted he is fresh out of High School, I still haven't been sold on this arm. Only time will tell.

Baseball America's #21 Prospect: Wade Davis

22.) Max Scherzer, SP Arizona Diamondbacks - It is true. We haven't seen the best yet from Mr. Scherzer. Once he fills his potential as a starter, and begins to put together more experience, it will be a short time before the Diamondbacks make him a number 3/4 starter in their rotation. After his DL stint, It will be one big push to the major leagues. And with the constant struggle of the Diamondbacks' staff, I don't think there will be anything stopping him.

23.) Carlos Carrasco, SP Philadelphia Phillies - I have been one of those that have been down on Carrasco in the past for not developing at the pace he should be, but this season has shut me up. What I have noticed about Carrasco is he is learning how to "pitch." Though his numbers don't show it, he is hitting spots and setting up hitters to bite on his changeup. Carrasco could be trade bait for anybody the Phillies connect with to bring in starting pitching help.

Baseball America's #23 Prospect: Mike Moustakas

24.) Alcides Escobar, SS Milwaukee Brewers - Escobar is beginning to become possibly the best prospect in the Brewers system. His defense is major league ready, and his hitting is coming around quickly. The Brewers sent him back to AA this season after a promotion last season that saw him hit .306. This season he is hitting .337 with 25 stolen bases. For some reason, I have a feeling the Brewers will opt not to sign JJ Hardy, because this kid is ready for the majors in 2009.

25.) Jake Arrieta, SP Baltimore Orioles - Arrieta is another example of the great work the Baltimore organization has done to try and put a winning team on the field. Arrieta's control is an issue though, but it should come around with experience. He strikes out twice as many as he walks. Look for Arrieta to get a call up to AA with Matt Wieters and Chris Tillman sometime soon.
